Advisory to Indian students intending to study in the Republic of Uzbekistan

All Indian students intending to join universities and colleges in the Republic of Uzbekistan for higher studies are advised to make necessary inquiries and consider following before they apply for admission:

  • It is mandatory that all the Certificates and mark sheets issued in India are to be apostilled at Ministry of External Affairs (CPV Division Patiala House), New Delhi for seeking admission.  For more information, please click on the following link:http://mea.gov.in/apostille.htm External website that opens in a new window
  • Documentation is extremely important and you must ensure that the relevant papers are in order. Please make sure that any contract signed is in English language or bilingual and go through it carefully before signing it. Please do not sign a contract which is only in Russian or Uzbek language and the contents are not clear.
  • Students should ensure that the medium of instruction for the course is English.
  • Browse through the websites of the respective university.  It is in the interest of aspiring students who wish to study in Uzbek universities to do thorough survey & satisfy themselves about the credibility of courses offered by these universities and also about their agents involved, if any. Some of the self-styled agencies of these Universities may be advertising through their own website (s) and/or through electronic and print media and offering admission in these universities.  These advertisements do not often present the correct picture and in most of the cases, they are exaggerated.  Please thoroughly cross-check the authenticity of information circulated by them.
  • Get full and accurate details of actual costs involved such as Tuition Fee/Boarding/Lodging/Other ExpensesAlso cross check and verify what the agent quotes.
  • Students must check in advance the availability hostel facilities at the University where they are seeking admission.
  • Passport and original testimonials are the property of the concerned student and should not be given to agents or any other authorities for safe custody. It is the personal responsibility of individual concerned to keep the passports and testimonials safely.
  • Ensure that visa formalities are arranged by respective authorities in the university well in advance to avoid last minute hassles.  Before exiting Uzbekistan for short term vacation or leave, ensure that the visa is sufficiently validated to re-enter Uzbekistan.
  • Any student during the stay in Uzbekistan requires treatment for any complicated ailment/major surgery etc., he/she is advised to go to India or elsewhere.
  • Uzbekistan is fairly safe, secure and friendly especially towards Indian nationals. There is a great deal of goodwill for India. However, caution is always advised for foreigners particularly students while spending late night hours in public places and mingling with strangers.
  • Temperatures across Uzbekistan can get very cold (with temperature sometimes dipping upto -10 degree Celsius during November-March).  The students are advised to equip themselves with sufficient woolen clothing and winter shoes.
  • Always keep a list of important telephone numbers and copies of your passport, visa endorsement and residence permit, and University ID Card with you in person. Police authorities on streets sometimes demand these documents for verification.
  • Once the course is completed, all the degrees, certificates awarded by Universities in Uzbekistan are required to be apostilled with the Ministries of Education. This requirement is mandatory before their submission to Indian organizations such as MCI and other State Medical Councils etc. for registration purposes.
  • All Indian nationals including students coming to Uzbekistan for long term stay are advised to register themselves with the Indian Embassy in Tashkent immediately upon arrival on link- https://eoi.gov.in/tashkent/?7199?000 External website that opens in a new window.

Advisory/Information for students desirous of Pursuing Medical Studies abroad”

Over the years, there has been an increase in the number of Indian students going abroad to pursue medical education. Earlier, all students interested in taking a medical qualification from outside India were required to get an eligibility certificate from the government before leaving for their studies. However, since 2019, the Ministry of Health and Family Welfare has made mandatory for the students to clear the NEET-UG (National Eligibility-cum-Entrance Test-Under Graduate) exam, which is the entry examination for undergraduate medical education in India, as a prerequisite to pursue medical education abroad.

  • Beginning 2019, only those students who appear for the NEET-UG for admission to Undergraduate medical education in India will be eligible to appear for the screening test, namely, the Foreign Medical Graduates’ Exam (FMGE). This step has been an important advancement in screening of students and has been well received by the host countries as well. However, as the quality of education in various countries differs considerably; continued and systematic efforts in providing guidance to students regarding selection of course and institution to gain maximum academic exposure is needed.
  •  As per the IMC (Indian Medical Council) Act, 1956, all students who acquire a medical qualification from countries outside India are required to clear the FMGE in order to practice in India. The Exam is conducted by the National Board for Examination (NBE) twice (i.e. in June and December) every year.
  • It may be noted that the number of students, having medical degrees from Institutions abroad, appearing for FMGE in 2009 was 6170, which has increased to 21,351 in 2018. However, the pass percentage of students appearing for the FMGE has been very low, and continues to be below 20%. NBE has published a list of country-wise performance of Indian candidates in FMGE for the period 2015-2018 (copy attached).
  • All Indian students desiring to undertake medical education abroad should take into account the above mentioned information. In case they need any clarification about any particular institution, they may contact Indian Mission in the country where they seek to take admission. The students are also advised to visit official website of Medical Council of India (https://www.mciindia.org) constantly to know the list of accredited foreign medical institutions/universities for MBBS or equivalent courses; and other important useful information.

Advisory for Indian students desirous of pursuing Medicine Course in the Republic of Uzbekistan

Advisory for Indian students desirous of pursuing Medicine Course in the Republic of Uzbekistan

On the request of Embassy of India, Tashkent, Ministry of Foreign Affairs of the Republic of Uzbekistan has informed the following in connection with Medical studiesin Higher Medical Institutions/Universities in Uzbekistan:

  • The National Medical Council of India has made a number of changes to the system of recognition of foreign medical qualifications and diplomas of higher medical education. At the same time, the main indicator (by 2022) is “these diplomas and skills must be recognized and valid in the country, where the higher education institution that issued them is located”.
  • Hence, as on date, the 5-year MBBS educational program required by India is not included in the classification of higher medical education, and the mechanisms for issuing a diploma in this specialty and its recognition in Uzbekistan have not yet been worked out.
  • Moreover, in accordance with the Decree of the President of the Republic of Uzbekistan No.PF-78 dated Feb 24, 2022, the duration of the educational field of General Medicine is set at 6 years.
  • Therefore, Indian students are fully enrolled in 6-year “Therapeutic Work” programs. The 6-year program meets all the requirements established by the National Medical Commission of India (duration of training and periods allotted for practice).  After completing this educational program, the graduate will have the right to practice medicine in the territory of the Republic of Uzbekistan.
  • Once the 5-year MBBS educational program is included in the classification of higher medical education of the Republic of Uzbekistan, all Indian students will be invited to study under this program.

Advisory on overcharging by agents for overseas recruitment, offering fake overseas jobs and illegal recruitment

Advisory on overcharging by agents for overseas recruitment, offering fake overseas jobs and illegal recruitment

It has been noticed that there has been a huge rise in the number of overseas job seekers being cheated by unregistered recruitment agents by fake job offers and also overcharging to the tune of Rs. 2-5 lakhs.  These unregistered/illegal agents operate without obtaining license from the Ministry of External Affairs, which is mandatory for any recruitment for work abroad. It is reported that many illegal agents operate through Facebook, Whatsapp, text message and other such mediums.  These agencies provide little or no details of their whereabouts and contacts. They usually communicate only through Whatsapp, making it difficult to ascertain the location and identity of the caller & genuineness of the job offer. Such agents also lure workers to work in difficult and life threatening conditions. Such cases are being reported for recruitment to work in several East European Countries, some of the Gulf countries, Central Asian countries, Israel, Canada, Myanmar and Lao People’s Democratic Republic.

A valid job offers come along with Employment Contract duly signed by Foreign Employer, recruitment Agent and the emigrant worker. The Employment Contract must mention term & conditions of the job being offered and the salary and other emoluments. Valid job offers must allow the worker to emigrate on strength of Employment or Work visa or other similar visa except tourist visa. It may be noted that tourist visa should only be used for the purpose of tourism.  Normally, reputed Foreign Employers provide for cost of airfare, boarding & lodging and insurance cover.

Emigrant workers should make themselves aware of local conditions of the destination country. The information may be obtained by attending Pre-Departure Orientation Training (PDOT) Centers or from the Community Welfare Wing of the concerned Indian Embassy in the destination country. Government of India makes it mandatory for registered recruitment agents to purchase Pravasi Bharatiya Bima Yojana (PBBY) for the migrant workers which provides various benefits including Rs. 10 Lakh sum assured on death cases and work related injury and medical expenses with one time premium (Rs. 275 for the cover of two years and Rs. 375 for the cover of three years).

In view of the above, persons seeking jobs abroad are requested to use the safe and legal services of registered Recruiting Agents (RA) only. All registered RAs are issued a license number which is prominently displayed in their office premises and in their advertisements, including newspapers and social media. Prospective emigrants are advised to cross check the genuineness of the RA by visiting the government website www.emigrate.gov.in External website that opens in a new window and click the link “List of active RA”. As per the Emigration Act 1983, no recruiting agent shall collect from the prospective emigrant the service charges more than Rs. 30,000 + GST (18%), in respect of services provided by it to that emigrant and the recruiting agent shall issue a receipt to the emigrant for the amount collected by it in this regard. Going abroad through any other channel of recruitment involves serious risk of being defrauded of money, not landing in the promised job and difficult living conditions abroad. All unregistered agencies are being warned not to involve in overseas recruitment activities. Such activities are in violation of Emigration Act 1983 and amount to human trafficking, which is a punishable criminal offense.

It may be noted that information provided under the Act is available to citizens of India only. Applications should be submitted along with documentary proof of Indian Citizenship (like copy of personal particulars pages of passport). More information is available at http://rti.gov.in  . The mailing address is Embassy of India, 16, Kara-Bulak Street, Mirzo Ulugbek District, Tashkent, 100052.

It may also be pointed out that as per section 6(1) (a) of the RTI Act, 2005, a person who desires to obtain information under the Act is required to submit the application to the Information Officer of the “concerned public authority”. Applicants are, therefore, advised to send their requests under the RTI Act to the Embassy only when the subject matter can reasonably be presumed to pertain to the Embassy. While section 6 (3) provides for the transfer of an application by a receiving PIO to another [concerned] PIO, this is clearly meant to cover situations where the application is addressed to a PIO on the assumption that it has been directed to the concerned PIO. Where the information required obviously does not pertain to the Embassy, the application may be addressed to the concerned PIO directly.

Payment of RTI fee online – Electronic Indian Postal Order (eIPO)

The scheme of Electronic Indian Postal Order (eIPO) has been launched by the Department of Posts, Ministry of Communications and Information Technology, in association with Department of Personnel and Training (DoPT). This would enable the Indian citizens abroad to pay the RTI fee online.

An Indian Postal Order can be purchased electronically by paying a fee on-line through e-Post Office Portal or through India Post website. The web-link for payment are:

https://www.indiapost.gov.in/vas/Pages/IndiaPostHome.aspx

The Credit Card or Debit Card of any bank powered by Visa/ Master can be used for this purpose.

Procedure

The RTI applicant is required to register on the website to create his/ her profile. Then he has to select the Ministry/ Department from whom he desires to seek information under the RTI Act. The eIPO is generated which can be used to seek information from that Ministry/ Department only. A printout of the eIPO is required to be attached with the RTI application sent in hard copy. In case RTI application is filed electronically, the eIPO is enclosed as an attachment. The profile is required to be created during the first time only.

The RTI application accompanied by an eIPO is similar in all respects to the RTI application accompanied by fees through any other approved mode. All the provisions regarding eligibility, time limit, exemptions etc; as provided in the RTI Act, 2005 continue to apply.

Currently, this facility is available only for Indian Citizens living anywhere other than in India. By this measure, those living abroad would be facilitated to seek information under the RTI Act, 2005. It is hoped that in future, this facility would be extended to all citizens within the country too. Any public authority which accepts a postal order should also accept an eIPO.

Extension of IPO Facility to Indians citizens residing in India

The Department of Posts has extended the “eIPO” (electronic Indian Postal Order) service to Indian citizens residing in India also w.e.f. 13.02.2014, for purchasing Indian Postal Order electronically by paying a fee online through e-Post Office Portal i.e www.epostoffice.gov.in   . It can also be accessed through India Post website www.indiapost.gov.in

This facility has been provided for Indian citizens to facilitate them to seek information from the Central Public information Officers (CPIOs) under the RTI Act, 2005. Debit or Credit Cards of any Bank powered by Visa/ Master can be used to purchase e-IPO.

The user needs to get registered at the website. He has to select the Ministry/ Department from whom he desires to seek the information under the RTI Act and the eIPO so generated can be used to seek the information from that Ministry/Department only. A printout of the eIPO is required to be attached with the RTI application. If the RTI application is being filed electronically, eIPO is required to be attached as an attachment.

This facility is only for purchasing an Indian Postal Order electronically. All the requirements for filling an RTI application as well as other provisions regarding eligibility, time limit, exemptions etc. will continue to apply.

An eIPO so generated must be used only once with an RTI application.

Information required under Section 4(1)(B) of RTI Act, 2005
