Brief – Indian community in Uzbekistan

(i) The Indian community in Uzbekistan numbers about 15000, almost all of them citizens of India, and only 58 are Overseas Citizens of India. There are about 800 people who live in Tashkent and are engaged in export and import (mostly pharmaceuticals), white collar workers employed in local companies or companies belonging to Indian nationals and a few are doctors and medical professionals. Majority of the community members in Tashkent are engaged in pharmaceuticals sector as India has a sizeable market in Uzbekistan’s pharmaceuticals imports. Medical tourism to India is popular and hence, many persons are working in the healthcare sector. Besides above, there are professors in some Universities in Tashkent, Samarkand, Andijan, Bukhara and other places. During year 2023, around 104 teachers from Kerala and Tamil Nadu joined in different government schools as English teachers through NORKA department of Kerala government. There are concentrations of Indian blue-collar workers in Samarkand, Kokand and Karshi who are employed in specific engineering and construction projects. Around 6000 Indian semi-skilled workers joined in M/S Enter Engineering after late 2022 in their sites at Almalyk in Tashkent region, Boysun in Kashkadaryaregion and few other places.

(ii)  There are approx. 7000 Indian students studying medicine in different universities in Uzbekistan; in Tashkent, Samarkand, Bukhara, Urgench, Fergana, Andijan, Termez and Namangan. This number swelled after Russia – Ukraine conflict. All these universities/institutes are government run however; a few students have taken admission in private universities also.  A close contact and liaison are maintained with the Administrative Authorities of the concerned Universities/Institutes to ensure the well-being of Indian students.  In its efforts to reach out to the Indian students, during the year 2022 and 2023, mission organized ‘Welcome Ceremonies for the Indian students’ in Fergana, Tashkent, Samarkand and Urgench.

(iii)  The diaspora activities in Uzbekistan have increased and become more organized in recent years. The diaspora is also active in participation in Pravasi Bhartiya Divas, in various campaigns of Government of India and working with the Mission, in academic activities of the Uzbek universities along with the Mission wherever promotion of Hindi and India studies are involved, in the Tashkent International Film Festival given the popularity of Bollywood in Uzbekistan and in promotion of cricket in Uzbekistan by holding matches with a local club formed by the Cricket Federation of Uzbekistan and other such activities.

(iv) A telegram channel ‘Pravasi Bhartiya” has also been created to disseminate information and contact with more people within minimum possible time.  Diaspora members are also encouraged to join this channel to get updates from the Embassy.

8. How can I get details of Visa and Employment of my overseas Indian spouse who is residing abroad? Details of Visa or employment of individuals are not available with the Ministry of External Affairs. You may approach the Embassy of the foreign country to get access to such details.
9. How can I get my overseas Indian husband’s application for PR rejected/ revoked? PR is a sovereign matter of the concerned foreign government and it is beyond the jurisdiction of the Ministry of External Affairs. You may approach the Embassy of the respective foreign country in which your husband resides.
10. How can I get the Residence Permit of my overseas Indian husband cancelled? You may approach the Embassy of the foreign country in which your husband resides for assistance and guidance.

Apostille

Apostille

India, since 2005, is a member of the Hague Convention of October 5, 1961 that abolished the requirement of legalization of foreign public documents. Apostille is acceptable in all member-countries of the Convention (For more info please visit the website: www.hcch.net External website that opens in a new window). Apostille is done for personal documents like birth/death/marriage certificates, Affidavits, Power of Attorney, etc. and educational documents like degree, diploma, matriculation and secondary level certificates etc. As India is a member of the Hague Apostille Convention, 1961, no further attestation or legalization of a document apostilled by a member country, should be required for using such apostilled document in India. An apostilled document should, therefore, be treated as legalized document for all purposes in India by all concerned, in accordance with the international obligation under the Convention.

1. Electronic Visa is available for Indian citizen.

Go to WWW.E-VISA.GOV.UZ. External website that opens in a new window Select your country, type of passport and the purpose of your visit. Select your planned travel dates to Uzbekistan. Enter your personal details and document information. Upload your photograph. Scan and upload your main passport page. Enter your personal email so you can receive updates. Pay online ($20 USD) using Visa or MasterCard. You can check your application status at the website (e-visa.gov.uz External website that opens in a new window). To receive the e-visa, you should apply at least 3 working days before the planned date of travel to Uzbekistan. If your application is accepted, you will receive your electronic visa via email. Please print it out and keep it with you all the time when visiting Uzbekistan.

2. ? 5-day visa-free transit regime is applicable at the international airports of Uzbekistan for Indian citizen. Passengers need to provide an air ticket to the country they are travelling next (the flight must be within 5 days of arrival) and the carrier should inform the border authorities of Uzbekistan on passengers who are eligible for transit visa-free.

3. Visa-Free regime for foreign citizens under the age of 16.

Foreign citizens, who are under 16, are eligible for a visa – free regime. They should provide an international passport or a biometric travel document and have to be accompanied by their legal guardians. They may enter and stay in Uzbekistan for the validity period of the entry visa of the accompanying person, but no longer than 90 days from the date of entry into Uzbekistan. In case if foreign citizen reaches the age of 16 during stay in Uzbekistan, an exit visa is issued by the Main Department of Migration and Registration of Citizenship of the Ministry of Interior Affairs of Uzbekistan.

4. For regular/paper visa applicants.

Any type of visa (single or multiple entries) is issued only upon receipt of visa support confirmation from the Ministry of Foreign Affairs of the Republic of Uzbekistan. Visa support confirmation is transmitted directly to the Consular Section of the Embassy. For status of regular visa go to:

APOSTILLE

Uzbekistan is a party of the 1961 Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents Starting from April 15, 2012.

All documents certified by the notary of India and apostilled by the Ministry of External Affairs, Government of India, in accordance with the established procedure, are accepted in all State Institutions of the Republic of Uzbekistan.

All documents apostilled in India are accepted in Uzbekistan without legalization in the Consular section of the Embassy.

  • Confirmation letter from the Medical Institute or University for the following information:
  • Period of study in recognized college with date of entry and date of leaving the institute.
  • Period of study in unrecognized college, if any, with date of entry and date of leaving the institution.
  • Date of transfer from one institution to another, if any.
  • If there is more than one institution in which the candidate has studied, similar details of this fact may also be provided.
  • Study Period of M.B.B.S. course from starting date to last date.
  • The MBBS course was pursued partially or fully online or offline. If MBBSS Course was online then, has the individual successfully compensated all the practical studies which he/she might have missed during online period in physical form in the university and together he/she has given the final exams in person himself (i.e. offline mode).

5) Salary Certificate
Requirements for attestation of Salary Certificate: –

  • Photocopy of inside cover pages and other relevant pages of the passport.
  • Copy of existing Visa/Residence Permit.
  • The original of the Salary Certificate duly attested by the Uzbek Foreign Office / Chamber of Commerce & Industry and a photocopy.
  • One photograph to be pasted on the Salary Certificate.

6) Academic Degree / Certificate
Requirements for attestation of Academic Degree / Certificate: –

  • Original Passport (including subsequent additional booklets if any)
  • Photocopy of inside cover pages and other relevant pages of the passport.
  • Copy of existing Visa/Residence Permit.
  • If original degree / certificate is to be attested:
    (i) Original of the Degree/Certificate duly attested by the General Administration Department of the concerned State/ Ministry of HRD and the Consular Section, Ministry of External Affairs, Patiala House, New Delhi and a photocopy.
    (ii) Original of the Mark Sheet and a photocopy.
  • If a copy of the degree / certificate is to be attested:
    (i) Original of the Degree/Certificate duly attested by the General Administration Department of the concerned State and the Consular Section, Ministry of External Affairs, Patiala House, New Delhi and two photocopies.
    (ii) Original of the Mark Sheet and a photocopy.

Requirements for attestation of Transfer Certificates originating in Uzbekistan: –

  • Original TC and a copy of the same.  The Original TC is required to be attested by Ministry of Foreign Affairs / Ministry of Education.
  • Passport copy of the child.
  • Copy of Residence Permit (if available).

7) Marriage Certificate

  • Original and one photocopy of the Account Opening Form as prescribed by the concerned Bank/Institutionto be signed before the Consular Officer of the Embassy.

 

9) NRI Certificate:

Note : NRI Definition: An individual is an NRI if they’ve been in India for less than 182 days in the preceding financial year or if they’ve been in India for less than 60 days during the previous year and 365 days or less during the past four years.

Global Pravasi Rishta Portal

With an objective to establish regular interaction between MEA, Indian Missions and Diaspora community, Ministry of External Affairs, Government of India has launched the “Global Pravasi Rishta Portal”. The Portal has been devised to maintain an updated database of Indian Diaspora. The key features of this Portal are as under:

  1. To create a three-way communication between the MEA, Indian Missions and Diaspora community ;
  2. To facilitate the Indian diaspora by connecting them to various new and existing government schemes benefitting them in various areas of interest ;
  3. To provide access to information about various events organized by the Mission for greater participation.

2.        All members of the Indian Diaspora in Uzbekistan are requested to register themselves on the Global Pravasi Rishta Portal.

3.        Steps to Register :

Revival of Tourist Visa for Foreign Nationals 

With the improvement of the Covid-19 situation in India, the Government of the Republic of India has decided to commence issuing tourist visas to foreign nationals as per following guidelines:

(i)    All foreign nationals intending to visit India for tourism purposes will be allowed to enter into India on Tourist Visa through chartered flights (for group tourism only) from October 15, 2021.

(ii)    All individual foreign nationals intending to visit India for tourism purposes will be allowed to enter into India on Tourist Visa w.e.fNovember 15, 2021.

(iii)   The above mentioned foreign nationals would be permitted to enter India by water routes or by flights, including those under the Vande Bharat Mission or ‘air bubble scheme’ or by any scheduled/non-scheduled commercial flights as allowed by the Ministry of Civil Aviation.  In no case, the foreign nationals will be allowed to enter into India through land Integrated Check Posts (ICPs) on Tourist Visa.

(iv)    All foreign nationals intending to travel to India for tourism purposes are required to obtain a Fresh Tourist Visa because the existing valid Tourist visa (in case any foreign nationals are holding) continues to remain suspended.

(v)    In respect of quarantine and all other health/COVID-19 related matters, extant guidelines of the Ministry of Health and Family Welfare shall be strictly adhered to.

2.         All Uzbek citizens and foreign nationals residing in Uzbekistan are therefore eligible to apply for Tourist Visa as per the above guidelines at the Embassy of India, Tashkent.  As regards Afghan nationals, visa for them continues to be regulated under different guidelines published earlier (Embassy’s circular dtd. August 27, 2021, under the head “Cancellation of physical visas granted to Afghan nationals” on its website).

  2. Recent front facing photograph with white background and photo page of Passport containing personal details like name, date of birth, nationality, expiry date etc. are to be uploaded mandatorily by the applicant. Additionally one more document depending upon the e-Visa type would also be required to be uploaded. The application is liable to be rejected if the uploaded documents and photograph are not clear / as per specification.
  3. E-Visa fee is country/Territory specific. Bank transaction charges of 2.5% will be charged additionally on applicable e-Visa fees. The fee must be paid at least 4 days before the expected date of travel otherwise application will not be processed.
  4. E-Visa fee once submitted is non-refundable as the fee is for processing of the application and is not dependent on either Grant or Rejection of Electronic Travel Authorization (ETA).

  6. Biometric details of the applicant will be mandatorily captured at Immigration on arrival in India.
  7. E-Visa is non-extendable, non-convertible & not valid for visiting Protected/Restricted and Cantonment Areas. If you intend to visit Protected/Restricted/Cantonment areas, you would require prior permission from the Civil Authority.
  8. The e-Visa fee payment status updation may take up to 2 hours due to technical reasons/network delays. Before re-applying, the applicants are requested to wait for 2 hours for payment status updating, after final submission of the application form and payment of the fee. In cases, where e-Visa fee has been deducted but status is not updated, the applicants are advised to verify their payment status by clicking on ‘Verify Payment/Pay Visa Fee’ tab or by clicking on the link Verify Payment.
  9. Nationals of Yellow Fever affected countries or travelers arriving from these countries must carry YELLOW FEVER VACCINATION CARD at the time of arrival in India, otherwise they may be quarantined for 6 days upon arrival in India. Please visit our Ministry of Health & Family Welfare latest guidelines regarding yellow fever countries.
  10. You must travel on the Passport which you have applied for e-Visa. Entry will be allowed into India on the new passport even if ETA has been issued on the old passport, however in such cases a traveler must carry the old passport on which ETA was issued.

 

Please keep all these documents ready at hand before beginning to fill your e-Visa application. All documents including Business cards, Invitation letters etc. must be in English language, failing which the application would be liable for rejection.

In view of the recent developments in Afghanistan, the Government of India has introduced a separate sub-category of “e-Emergency X-Misc Visa” to Afghan nationals desirous of travelling to India.
2.      It may be noted that physical visas issued to Afghan nationals, who are yet to come to India stand cancelled with immediate effect.
3.      Such Afghan nationals coming on e-Emergency X-Misc Visa will have to mandatorily register with the FRRO/FRO concerned within 7 days of arrival in India. If they are moving from their registered place of stay to another place, they will have to further register mandatorily with the FRRO/FRO concerned at the new place of residence.
4.      Only Afghan nationals holding Electronic Travel Authorisation (ETA) for e-Emergency X-Misc visa issued by the BOI will be allowed to board India bound flights.
5.      Exemption has also been made in respect of Afghan nationals granted Long Term Visa (LTV) in India and who had gone to Afghanistan/any other country on the basis of Return Visa granted by FRRO.
