Information about Visa Services

IMPORTANT INFORMATION FOR VISA APPLICANTS

  • With effect from June 17, 2013, Embassy of India, Tashkent has stopped accepting the old visa forms;
  • Under the new system, applicants are required to fill the online application according to the instructions provided at:
    http://indianvisaonline.gov.in/visa
    and upload a digital photo.
  • Take a printout of the filled-in form generated in pdf format, and carry two copies of the same photograph as uploaded on the online application form;
  • It is MANDATORY to upload a digital photograph on the visa application filled online as per the parameters given at
    http://indianvisaonline.gov.in/visa
    (photo requirements). Applications without an uploaded photograph will be rejected;
  • A printout of the duly filled online form with the photograph must be signed by the applicant and presented in person at the Embassy, along with requisite fees and all other required documents for the visa issuance;
  • Presence of the applicant at the Embassy is required for providing Biometric Data;
  • A separate visa form must be filled for each child traveling with the parent, even if the child’s name is included in the parent’s passport;
  • The new visa stickers are issued without the signature and stamp from the Embassy.

WORKING HOURS

Visa applications are to be submitted in person at the Consular Section of the Embassy of India, Tashkent:

  • Acceptance of Visa Applications: 10:00 – 12:30 hrs. on Monday, Tuesday, Wednesday, Thursday, and Friday.
  • Collection of Visas: 16:30 – 17:00 hrs. on the specified date.
  • The Embassy is closed on Saturdays, Sundays, and designated holidays.

Business Visa

General Information

The Business Visa is granted subject to the following conditions:

  • The applicant must have assured financial standing and expertise in the intended business field.
  • The applicant must not be visiting India for money-lending, petty trading, or full-time employment with salary payment in India.
  • Business Visa is also extended to senior executives, experts, tour conductors, and travel agents visiting India for work related to national projects or business tours for foreigners.
  • The Business Visa must be issued from the applicant’s country of origin or domicile, with a permanent residence duration of over 2 years in that country.

  • Original recommendation letter from the local company with seal and signature, stating the applicant is being sent on behalf of the company, including details of visa duration, entries, and purpose of visit.
  • Original invitation letter from India with seal and signature, specifying the applicant’s name, nationality, passport number, visa type, and purpose of visit.
  • Valid trade license of the local company (Guwohnama).
  • 6-month bank statement of the applicant.
  • Inviting party’s trade registration, GST registration, Import Export Code, latest ITR copy, PAN copies, and association with any chamber of commerce.

Please ensure the following when submitting your Indian visa application:

  • Your passport must be valid for at least 6 months.
  • Your passport must have at least 2 blank pages.
  • The visa validity is effective from the date of issue.
  • The Embassy/Consulate reserves the right to ask for additional documents.

Entry Visa (X – Visa)

  • Documentary evidence supporting the purpose of the Entry Visa.

Other Information

  • Persons of Indian origin with a renounced Indian passport and surrender certificate can apply for an entry visa.
  • Entry visa is granted to foreign nationals married to an Indian national (holding an Indian passport) or OCI/PIO cardholders, along with dependent children, provided proof of marriage and birth certificates is submitted.
  • Seamen inspecting or visiting a vessel in India can apply for an entry visa.
  • Foreign nationals visiting India for educational or athletic training purposes can apply for an entry visa.

Medical Visa / Medical Attendant Visa

Medical Visa for Patients
  • Properly filled online application form with the applicant’s signature – (www.indianvisaonline.gov.in/visa)
  • 2 recent passport-size photos (51mm x 51mm), not older than three months, with a white background, dark dress, and frontal view. The photo must show ears, forehead, chin, and eyebrows. Edited, blurred, or unclear photos are not acceptable.
  • Original passport with photocopy of current and old passports, including valid Uzbekistan residence visa page.
  • Letter from a recognized Indian hospital or treatment center with details about the consultation and admission, including the patient’s passport number and illness.
  • Medical documents from a recognized Uzbekistan hospital stating the illness.

Important Act: No human organ or tissue shall be transplanted unless the donor is a near relative of the recipient. If the donor or recipient is foreign, prior approval from the Authorization Committee is required.

Medical Attendant Visa

  • Properly filled up online application form (ONE SET) with signature of the applicant – (www.indianvisaonline.gov.in/visa External website that opens in a new window)
  • 2 recent Passport size photos (51mm x 51mm) not older than Three months, no uniform, with white background with DARK DRESS and frontal view. Eyebrows, Ears, forehead chin to be completely visible. Clarity of the photo is very important – Edited, blurred or unclear photos should not be accepted.
  • Original passport with photocopy of current and old passports with valid Uzbekistan residence visa page.
  • Document establishing relationship with the patient.
  • Copy of Medical credentials (In case medical professionals accompanying the patient).
  • Medical letter from recognized hospital with attendant’s name included is required.

Note:

  • Medical attendant visa would be granted to only those people who are accompanying the patient. (Maximum of two medical attendants)
  • For Medical visa and Medical attendant visa letter of recommendation from local doctor is mandatory. Uzbekistan hospital letter should state Indian doctors name, Indian hospital address and appointment date, passport number, nationality, name of the patient and attendant.
  • Indian hospital letter should be original or colored on hospital letter head with stamp and signature, should specify type of treatment and duration of treatment, passport number, nationality, name of the patient and attendant.

Tourist Visa

General Information

  • A tourist visa is meant strictly for recreation, sightseeing, casual visit to meet friends or relatives, attending a short term yoga programme, short duration medical treatment including treatment under Indian systems of medicine, short term courses on local languages, music, dance, arts & crafts, cooking, medicine etc. which should not be a formal or structured course/programme (courses not exceeding 6 months duration and not issued with a qualifying certificate/ diploma etc.), and voluntary work of short duration (for a maximum period of one month, which do not involve any monetary payment or consideration of any kind in return) etc. and no other purpose/ activity. Please note that tourist visa is neither extendable nor can be used for other purposes including any type of work/employment/contract/ business in India. No other activity is permissible on a Tourist Visa. The Tourist visa is non-extendable and non-convertible. The government of India in its latest guidelines has decided to lift restriction of two-month gap on re-entry of foreign nationals coming to India on Tourist visa except in case of nationals of Afghanistan, China, Iraq, Sudan, Bangladesh, Pakistan, foreigners of Pakistan (Pak origin) .

  • Non-Uzbekistan residents, who are casual visitors and not normally residing in Uzbekistan, should apply for an Indian visa in the country of their residence or country of origin.
  • 6 months validity should be there in the passport

Student Visa

General Information

Student Visas are issued to bona fide students to pursue studies in recognized educational institutions in India.

  • Note Verbal from the concerned Embassy (in case of other than Uzbek national).
  • Salary certificate of the student’s sponsor in Uzbekistan
  • 6 Months Bank statement of the Student’s Sponsor
  • All educational documents related to the applied course

  • Invitation letter from the organizer of the conference.
  • Ministry of Home Affairs & Ministry of External Affairs Clearance copy from India.
  • NOC from the local sponsor (If traveling in personal capacity, NOC not required).
  • Reference Form for faxing: Participants from AFGANISTAN, CHINA, PAKISTAN, IRAQ, PAK – Origin foreigners.

Employment Visa

General Information

Employment visas are issued to skilled and qualified professionals or persons, who are engaged or appointed by companies, organizations and economic undertakings as technicians, technical experts, senior executives etc.

  • The employing company/ organization should be registered in India and a copy of such registration should be submitted.
  • The Employing company/organization should certify that not more that 1% of their work force is foreigner.
  • Professional or educational certificate.
  • The applicant must submit the proof of employment or contract or engagement by the company or organization in India.
  • Employment/Contract letter should be notarized and attested by home department of the concerned state government.
  • Reference Form for Faxing (Applicants from Afghanistan, China, Nigeria, Somalia, Pakistan and PAK – Origin foreigners).

Research Visa

VISA FOR MEMBERS OF SPORTS TEAMS (Apply for Business Visa)
Sports Visa applicants are required to submit the following documents in addition to the documents mentioned in General requirements mentioned above:
a) Invitation from the authorised Sports Federation/Body in India.
b) Visa will be considered only after receipt of approval of the event by Ministry of Youth Affairs and Sports of Government of India.
c) Letter from local Sports Ministry.
d) Air Ticket booking.Visa Fee (With effective from April 01, 2017)EMERGENCY FEE:
Subject to the approval of competent authority, an additional emergency fee of US $35/- will be charged if:
(i) Visa has to be issued beyond office hours/on holidays;
(ii) date of appointment is preponed;
(iii) visa is issued the same day; and
(iv) date of appointment is preponed and visa is issued on the same day.
Note:

  • Visa processing will commence after payment of fee. There will be no refund of visa fees in the event of non-issue of visa. Applicants are therefore requested to ensure that they provide all documents and details and carry all original documents for scrutiny at the Embassy.
  • Applicants other than Uzbek Nationals may consult the Consular/Visa section to ascertain the Visa fee.
  • An additional fee of US $ 3 will be levied on each Visa document as per Government instructions, as indicated alongside visa fee above.
  • Applicants are advised to strictly adhere to the purpose for which visa is sought during their stay in India and avoid overstay.

Death registration

Death registration

Death Registration/Transportation of Mortal Remains/eCARE registration

Death Registration Death of an Indian national should first be registered with the Embassy of India by submitting the Apostilled Death Certificate (issued by local authorities) and last held Indian passport (original) of the deceased.
No. Objection Certificate If the next of kin/ relatives/ family members of the deceased wish to transport human ashes/ mortal remains to India for some religious/customary purpose, the Embassy of India issues a No Objection Certificate (NOC) in this regard. For this service, concerned applicants have to apply at the Embassy.
How to Apply The applications for Death Registration/ NOC/ Attestation of Death Certificate may be submitted at the Embassy (16, Kara- Bulak (Vakhshskaya) street, Mirzo Ulugbek District Tashkent- 100 052) on any working day between 9:30-12:30.   • Last held Indian passport of the deceased in original and copies of first two and last two pages of the passport

3) Apostilled Cremation Certificate in original and its photocopy
4) Passport copy of the applicant
5) Proof of Residence of the Applicant: Any of the following self-attested documents viz. copy of utility bill (landline telephone bill/electricity bill/gas bill/water bill) or lease deed (of house) etc. where the applicant’s address is clearly mentioned, should be provided
6) Apostilled Death Certificate issued by the relevant local authority in original and its photocopy
7) Letter from the hospital
8) 2 photographs (2-inch x 2 inch in size white background) of the applicant

Transportation of Mortal Remains

The eCARe (mohfw.gov.in) is conducting dead body/human remains clearance procedures electronically which is expected to transform the government functioning to a more efficient mode.

  • For the purpose of bringing back the mortal remains to India of an Indian national, registration of death at the concerned Indian Mission/Post is necessary, for which normally the following documents are required to be uploaded in eCARE:
    • Medical report / death certificate issued from a hospital
    • Copy of detailed police report, in case of accidental or unnatural death
    • Consent letter from next of kin of the deceased for local cremation / burial / transportation of mortal remains, duly attested by a notary
    • Copy of passport and visa pages
    • Embalming Certificate;
    • Non-communicable disease certificate;
    • Original Passport for cancellation; and
    • NOC from the Indian Embassy.

Note: If reports are in other languages, English translation from an authorized translator will be required.

In addition to the above, cargo booking details, passport & contact details of accompanied person and ID of Ambulance Driver and his contact details are also required.

Indian Mission remain in constant touch with the next of kin of the deceased Indian national to facilitate the transportation or local burial of the mortal remains in accordance with the wishes of the family of the deceased.

Local burial is possible with the consent of the legal heir(s) of the deceased. In the case of unclaimed bodies, local authorities take steps to dispose of them as they deem fit.

Duration for transportation of Mortal Remains

Local procedures for transportation of mortal remains of foreign nationals vary from 2 to 4 weeks due to local procedures as indicated above. If the death was due to unnatural causes and investigations are ongoing to ascertain the cause of death, it may take significantly longer, depending upon progress in the investigations.

Birth Registration

Birth Registration

The birth of every child born in the Republic of Uzbekistan to Indian parent(s) is required to be registered with the Embassy of India, Tashkent. The birth of a child in Uzbekistan is required to be registered with the Embassy within one year of the birth. A copy of the Extract from Birth certificate is issued by the Embassy to the child after registering his/her name as an Indian national and a separate Passport is issued to the new born baby.

Every child who is born to Indian parent(s) in Uzbekistan is issued a separate passport. It is not possible to include the child’s name in the passport of mother/father. There is no need to bring the new born child to the Indian Passport Application Centre.

Requirements for Birth Registration & New Passport for New Born Baby:

  • Request for registration of birth of child born abroad under section 4(1) of the Citizenship Act (Form) or on the website https://indiancitizenshiponline.nic.in/Home2.aspx?formcode=09, duly attested by the consular officer.
    1a) In MHA registration, Indian address to be given as Current Address.
  • Applicants are required to fill online application form at portal5.passportindia.gov.in and carry a printout of the filled-in application form duly signed by both parents [child’s thumb impression (left thumb for male & right thumb for female) should be affixed in the signature box].
  • Annexure D to be signed by both parents and presence of both parents or either parent with passports of both the parents at the time of submission of application; OR Annexure C in case of single parent or the other parent not available for reasons mentioned in para III of the Annexure.
  • Copy of Birth Registration Certificate issued by Ministry of Justice along with its English translation in original.
  • Birth Registration Certificate in Original.
  • Three recent passport-size photographs of 2 inch x 2 inch with white background. (Photo specifications)
  • Photocopy of both parents’ passports (original to be shown for verification).
  • Photocopy of both parents’ Domestic Passports.
  • At least one of the parents should have spouse’s name endorsed in the passport.
  • Prescribed fees: USD 27.

In case one of the parents is a foreign national, a certificate from the Embassy of the foreign country stating that the child has not been registered as their citizen and not issued any passport must also be submitted.

Late Registration of the Birth of the Child

The birth of the child is required to be registered with the Indian Embassy within one year of the birth. In case the registration could not be done for any reason, one of the parents of the minor may meet the Consular Officer with a request to register the birth, detailing the reasons for not registering the birth on time, along with the following documents:

  • Online registration of the birth of the child born abroad under section 4(1) of the Citizenship Act on the website https://indiancitizenshiponline.nic.in/IC_4_1_tab.aspx, duly attested by the consular officer.
  • An application detailing the reasons for not registering the birth within one year of the child’s birth.
  • Applicants are required to fill online application form at portal5.passportindia.gov.in and carry a printout of the filled-in application form duly signed by both parents [child’s thumb impression (left thumb for male & right thumb for female) should be affixed in the signature box].
  • Annexure D to be signed by both parents and presence of both parents or either parent with passports of both the parents at the time of submission of application; OR Annexure C in case of single parent or the other parent not available for reasons mentioned in para III of the Annexure.
  • Copy of Birth Certificate issued by Ministry of Civil Affairs along with its English translation in original.

Passport and Consular Services

The Embassy of India in Tashkent administers the Passport Services for Indian Citizens residing in the Republic of Uzbekistan. The services are broadly classified as under:

  • Re-issue of Passport against existing passport
  • Birth Registration of child born in Uzbekistan and Issue of New Passport
  • Miscellaneous Passport services

With the introduction of Machine Readable Passports (MRP) under ICAO guidelines, endorsements on passports are no longer possible. In all such cases, applicants are required to apply for Reissue of Passport.

GENERAL INFORMATION APPLICABLE TO ALL PASSPORT SERVICES

(For Fresh Passport / Reissue Passport / Duplicate Passport / Emergency Certificate (in case of lost/invalid Passport) / Police Clearance Certificate / Nationality Surrender Certificate /Identity Certificate Fresh/Identity Certificate Reissue)

  • All applicants (including minors) should submit the application in person for identification.
  • Only residents holding valid residence permit can submit their applications for reissue of passports.
  • In the case of casual visitors, only Emergency Certificate is issued for return to India.
  • An ordinary passport is valid for ten years from the date of issue.
  • Minors are issued passports for 5 years or up to attaining 18 years, whichever is earlier.
  • It may please be noted that the Passport Issuing Authority can issue passports even for a shorter duration under certain conditions.
  • The Passport service asked for should be in the proper prescribed form accompanied with appropriate fees. The application for the service in any other form is not acceptable.
  • Applicants are advised to ensure that their application in the prescribed format is complete in all respects; that all columns are correctly and legibly filled up and no column is left blank or unfilled / un-responded or vaguely filled with a dash, tick, etc.
  • Please ensure that the applicant fills the surname column and the given name column correctly.
  • In the permanent address (in India) column, please ensure that there is complete postal address including the Pin Code legibly.
  • All signatures in the application should be with ballpoint pen of black or blue ink. Those who cannot affix their signatures like infants, minors or illiterate should put their thumb impression in the place of signature.
  • The signature of the applicant should exactly fit in the prescribed column.
  • All applications to be accompanied by self-attested photocopy of the passport (first two and last two pages and the page of observation including ECR/ECNR, if any, made by Passport Issuing Authority).
  • Photographs should be in colour and against white background and should be of the size of 2 inch X 2 inch. The photograph should have a frontal view, with both ears and chin to forehead being visible. Eyes should be open. There should not be any distracting shadows on the face or on the background. Head coverings are not permitted. The expression on the face should look natural.
  • It is an offence under the Passports Act 1967 to furnish false information in the application. Passport facilities would be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering.
  • The Passport can be impounded or revoked for violation of one or more of the provisions of the Passports Act.
  • It is an offence to hold more than one valid passport at a time.
  • A passport expired more than three years ago should be supported by a Sworn Affidavit explaining the circumstances and the reasons for the late renewal. A Sworn Affidavit is to be signed by the applicant in the presence of the Consular Officer.
  • Normal fee for 36 page ordinary passport (Adult – USD 77/- and minors up to 15 years of age – USD 52/-) provided the applicant is eligible for that service.
  • The delivery of processed documents is to be done preferably to the applicant himself/herself or to the person authorized by the applicant in writing and accompanied by the official receipt given to him/her at the time of submission.

1. Passport Application Forms: Compulsory on-line filling

Indian citizens living in the jurisdiction of Embassy of India, Tashkent are advised to use the new portal https://portal5.passportindia.gov.in/ henceforth for availing Passport Services.

All applications are required to be completed online. Procedure is as follows:

  • Applicants are required to do one-time registration at https://portal5.passportindia.gov.in/ and create a USER ID.
  • Login using the newly created USER ID and fill in the user-friendly application form online at the same portal.
  • After submitting the form online, take a print out of the application.
  • Affix photo at the designated place. (Signatures are required to be affixed before the Submission Officer of VFS.)
  • Submit the print out along with required documents and prescribed fee at EOI, Tashkent.

SEPARATE PASSPORTS TO MINOR CHILDREN:

All minor children will need a separate passport valid for 5 years from the date of issue or till 15 years of age whichever is less.

MISCELLANEOUS PASSPORT & CONSULAR SERVICES:

All applicants for miscellaneous Passport and Consular Services are required to fill up a “Miscellaneous Services” form and submit their passports.

CHANGE OF FIRST NAME/FULL NAME:

Applicant has to submit:

  • Court Order or notarized affidavit
  • Newspaper clipping of notice in city of applicant’s domicile in Uzbekistan
  • Newspaper cutting of notice in state of applicant’s domicile in India

CHANGE TO MARRIED NAME:

Applicant is required to enclose a copy of the marriage certificate, sworn affidavit giving maiden and married names duly notarized by a Notary Public and husband’s passport. In case where first name also changes after marriage, additional requirements as indicated in “change of full name” are to be met.

REGISTRATION OF BIRTHS, AND DEATHS

Are also undertaken by the Embassy.

ALL LOCAL DOCUMENTS FOR ATTESTATION

(including attestation of degrees, etc., of students) are required to be initially attested by the Ministry of Foreign Affairs of the Republic of Uzbekistan. Applicant’s valid passport is also to be submitted.

ATTESTATION OF SIGNATURES ON AFFIDAVITS / POWER OF ATTORNEY

Issued by the judicial authorities in India, the documents are required to be attested by Attestation Cell, Ministry of External Affairs, Patiala House, New Delhi. The applicant is also required to submit his passport along with copy of the passport and one copy of the document to be legalized.

OBTAINING FORMS –

The application forms for various services can be obtained from Consular wing of the Embassy in Tashkent.

WORKING HOURS:

Applications are accepted at the counter between 0930-1200 hours on all working days and delivered between 1630-1700 hours.
In case an applicant desires to apply for any service after 1230 hrs. or on Holidays, an Emergency Fee of USD 35/- is levied. However, it is the discretion of the consular officer to decide what constitutes an emergency.

ADDITIONAL INFORMATION:

  • (i) Please read all instructions on the application form carefully before filling it out.
  • (ii) Application forms should be filled in full, legibly and accurately. Incomplete and illegibly filled forms are returned without service.
  • (iii) An Indian citizen who acquires Uzbek citizenship should surrender his/her Indian Passport to the Embassy for its cancellation. Possession of both Uzbek and Indian passports is illegal.
