Advisory/Information for students desirous of Pursuing Medical Studies abroad

Over the years, there has been an increase in the number of Indian students going abroad to pursue medical education. Earlier, all students interested in taking a medical qualification from outside India were required to get an eligibility certificate from the government before leaving for their studies. However, since 2019, the Ministry of Health and Family Welfare has made mandatory for the students to clear the NEET-UG (National Eligibility-cum-Entrance Test-Under Graduate) exam, which is the entry examination for undergraduate medical education in India, as a prerequisite to pursue medical education abroad.

2. Beginning 2019, only those students who appear for the NEET-UG for admission to Undergraduate medical education in India will be eligible to appear for the screening test, namely, the Foreign Medical Graduates’ Exam (FMGE). This step has been an important advancement in screening of students and has been well received by the host countries as well. However, as the quality of education in various countries differs considerably; continued and systematic efforts in providing guidance to students regarding selection of course and institution to gain maximum academic exposure is needed.

3. As per the IMC (Indian Medical Council) Act, 1956, all students who acquire a medical qualification from countries outside India are required to clear the FMGE in order to practice in India. The Exam is conducted by the National Board for Examination (NBE) twice (i.e. in June and December) every year.

4. It may be noted that the number of students, having medical degrees from Institutions abroad, appearing for FMGE in 2009 was 6170, which has increased to 21,351 in 2018. However, the pass percentage of students appearing for the FMGE has been very low, and continues to be below 20%. NBE has published a list of country-wise performance of Indian candidates in FMGE for the period 2015-2018 (copy attached).

5. All Indian students desiring to undertake medical education abroad should take into account the above mentioned information. In case they need any clarification about any particular institution, they may contact Indian Mission in the country where they seek to take admission. 2. Please visit the websites of the universities for finding out necessary details like rankings, recent academic records, faculty, infrastructure etc. Students should conduct a detailed research of the universities and also check with the Alumni to ensure that students should take admission in the better universities offering quality education.

3. Students should get acquainted with rules regarding all aspects of admission, transfer, withdrawal and any other concerned matters from medical institutes before taking admission.  It should be noted that Embassy does not play any role in any of the matters mentioned above.

4. Students must find out whether the university students are considering, offers courses in English language. The quality of teaching in English here is not as good as in India.

5. We encourage students to deal directly with the University for Admission without mediation of Agents/Contractors, also known as Educational Consultants (ECs). Students may correspond with the universities to find out if they offer direct admission and take further action accordingly.

6. If at all students have to go through the ECs, their background and reputation should be carefully checked before hiring their services. Past/current students who had utilized the services of an EC may also be consulted to ascertain their feedback/experience. Please avoid the ECs with whom the students had unpleasant experience.

7. Documentation is extremely important and students must ensure that the relevant papers are in order. Please make sure that the contract is in English language or bilingual (English and Uzbek/Russian) and go through it carefully before signing it. It is advised not to sign a contract which is only in Uzbek/Russian language and the contents are not clear.

8. It is equally important to check the details about the university tuition fee, hostel fee, any other relevant fees/charges and the service charge/commission charged by the EC. These should be reflected in the contract and the university admission letter.

9. Please check out the services being provided by the ECs and their terms and conditions, especially with regard to the service charges and escalation clause, if any.

10.   Please do not pay by cash to the EC. Insist on banking transactions and ask for a proper receipt. The receipt should bear the name of the University and EC’s Company. Please also insist for the fee receipt issued by the university. Proper documentation with regard to fee and other charges is a must for obtaining a bank loan as well as safeguarding interests.

11. Please also check details of hostel facilities, food arrangements and other relevant facilities being offered by the university.

12. Medical insurance is also of critical importance. Students should go for a medical cover immediately on arrival here. Insist for a proper receipt for insurance premium from university/EC and also take the policy papers into custody. This is required while seeking medical assistance from the Polyclinic/Hospital.

13. Please bear in mind that while Uzbekistan is a beautiful country, it has strong winters. Students need to be equipped with proper warm clothing, footwear etc., to handle tough weather conditions once students are here.

14. This is to mention that the total number of citizens of the Republic of lndia currentlystudying in higher educational institutions of the Republic of Uzbekistan is 6,112 (6,100 of them are in bachelor degree course, 9 are in Master’s degree course and 3 are clinical residents).

15. AYUSH scholarship scheme

Government of India through Indian Council for Cultural Relations (ICCR) offers scholarships to foreign nationals to pursue various Ayurveda, Yoga, Unani, Siddha, Homoeopathy (AYUSH) courses in India. Acceptance of AYUSH at international level has resulted in growing demand from foreign students to study n Indian Institutions. The Ministry of AYUSH under its ‘International Fellowship Programme’ extends financial support to the eligible foreign nationals for undertaking AYUSH degree courses in premier Institutes in India. Applicants should be 18 years old at the time of admission in Indian Universities/ Institutes.

For Academic Year 2019-20, the A2A portal would accept the applications for AYUSH Scholarship Scheme up to 17 July 2019.
